World Bank Group mobilizes $6.7B in private capital for Egypt since FY2021/22

Arab Finance: The World Bank Group has mobilized nearly $6.7 billion in private capital for Egypt since fiscal year (FY) 2021/2022, supporting projects in renewable energy, port infrastructure, affordable housing, and entrepreneurship, according to an emailed statement.

The investments form part of the World Bank Group's partnership with Egypt under its FY2023-2027 Country Partnership Framework, which prioritizes creating more and better private-sector jobs, improving human capital outcomes, and strengthening resilience to economic and environmental shocks.

Among the flagship private capital mobilizations is the group's partnership with AMEA Power, which supports four renewable energy projects in Egypt: the Abydos I and II solar plants, the Amunet Wind project, and the country's first utility-scale battery energy storage system. The International Finance Corporation (IFC) provided approximately $289.9 million in financing and blended-finance resources and mobilized more than $1 billion from private investors and partners for the four projects.

The Abydos I solar plant and Amunet Wind project are expected to provide electricity to around 1 million people, while Abydos II is expected to create more than 4,000 construction jobs. Meanwhile, the Multilateral Investment Guarantee Agency (MIGA) issued a $1.48 billion portfolio guarantee to AMEA Power covering the four projects and two others in Egypt, as well as projects across other markets.

In port infrastructure, Abu Dhabi (AD) Ports Group is developing a multipurpose terminal at Safaga on the Red Sea to expand Egypt's port and logistics capacity. The IFC provided $61 million in loans and mobilized up to $158.9 million in private capital for the project, which is expected to handle around 450,000 containers annually and generate direct and indirect jobs across trade, construction, maritime services, and logistics.

The Egypt Inclusive Housing Finance Program has helped around 750,000 low-income families access affordable housing through mortgage financing. The program enables the government to provide down payment subsidies, allowing public and private banks to extend mortgage financing to lower-income households.

For every EGP 100 in public subsidies, commercial banks have contributed EGP 650 in mortgage financing, turning $441 million in government support into $2.88 billion in total private mortgage financing. The program has also strengthened Egypt's housing finance market and supported an estimated 3.8 million jobs.

The Catalyzing Entrepreneurship for Job Creation Project has helped attract more than $200 million in private investment and approximately $450 million in foreign direct investment to support around 150 startups and high-growth businesses. The project has contributed to an estimated 130,000 jobs, 40% of which are held by women, while broader support for more than 200,000 business owners has helped sustain nearly 500,000 jobs across Egypt.

Globally, the group mobilized a record $112 billion in private capital in FY 2025/2026, more than tripling the $35 billion recorded in FY2021/2022.

Combined with its own financing, the group's total financing and mobilization in developing economies exceeded $200 billion in 2026, reflecting increased efforts to channel private capital into development projects alongside its financing and expertise.
