Arab Finance: Egypt has advanced the tender process for the management, operation, and development of Hurghada International Airport under a public-private partnership (PPP), according to a statement from the Ministry of Civil Aviation.
The ministry also announced that 10 consortia submitted applications to participate in the tender, seven of which were qualified to proceed to the next stage after the specialized evaluation committee reviewed and assessed their applications and supporting documents under the criteria set out in the request for qualifications (RFQ).
These latest developments came during a meeting between Minister of Civil Aviation Sameh El-Hefny and Ary Naïm, the International Finance Corporation’s (IFC) Division Director for North Africa and the Horn of Africa, on the sidelines of the El Alamein International Air Show (EIAS 2026).
El-Hefny affirmed that the project backs the state’s efforts to develop the civil aviation sector, enhance passenger services, and improve the overall travel experience. He stressed the importance of the PPP agenda in boosting operational efficiency and upgrading airport infrastructure and services in line with global standards and best practices.
The PPP aims to maximize value for the state and benefit from specialized technical and managerial expertise while maintaining state ownership and full sovereignty over the airport’s assets, the minister noted.
He also praised the IFC’s technical and advisory support for the project, citing its international expertise in structuring and implementing PPP projects.
For his part, Naïm affirmed the IFC’s commitment to continuing its cooperation with the Ministry of Civil Aviation to facilitate the completion of the tendering process in accordance with international standards.
Meanwhile, the seven qualified consortia are being notified of the next stages, which will include the issuance of the request for proposals (RFPs) documents and the determination of the timeline and procedures for submitting bids, subject to approval in the upcoming phase.
In July, the National Bank of Kuwait (NBK) cited a regional director of the IFC, stating that Egypt is expected to announce the first results of its airport public offering program before the end of the year.
