In this exclusive interview with Arab Finance, Mirna Arif, General Manager of Microsoft Egypt, sheds light on the company’s pivotal role in reshaping the country’s technological future and its digital transformation journey.

1-Could you share your career journey with us, highlighting your passion for digital transformation and how it has shaped your vision for Egypt? In your view, what is the significance of digital transformation in Egypt, and how would you assess the nation's progress in this field?

My career journey has been driven by my passion for leveraging technology to create meaningful change. With over two decades of experience across multinational organizations and the public sector, I’ve had the privilege of working in roles that bridged technology and societal impact. From spearheading clients’ digital transformation strategies at GE Oil & Gas to serving as Assistant Minister for Investment and International Cooperation at the Egyptian Ministry of Petroleum and Mineral Resources, each step has deepened my belief in the power of technology to transform lives and economies. These experiences culminated in my role as the General Manager of Microsoft Egypt, a position that allows me to channel my passion into advancing the nation’s digital agenda.

Digital transformation in Egypt is more than just a technological shift – it is a catalyst for economic growth and social empowerment. Guided by Egypt Vision 2030 and the National AI Strategy, the nation has made remarkable progress, from enhancing e-government services to expanding broadband connectivity. These advancements are fostering innovation, improving service delivery, and creating new opportunities for businesses and individuals alike.

2-What opportunities and partnerships have Microsoft established with the Egyptian government, and what are the plans for future collaborations? Additionally, what are the current investments Microsoft has in Egypt, and are there more planned for the near future?

It is a true privilege to collaborate with the Egyptian government on its ambitious journey toward digital transformation. Our partnerships are deeply aligned with the goals of Egypt Vision 2030, which seeks to empower citizens and drive economic growth through cutting-edge technology. Over the past 30 years, Microsoft has actively contributed to Egypt’s transformation through impactful projects across various sectors.

One of our most notable collaborations is with the Ministry of Finance, where we worked alongside the Egyptian Tax Authority to implement e-invoicing and e-receipt solutions. These innovations have not only streamlined tax processes, reducing examination periods to mere hours, but also laid the groundwork for a modern tax system that fosters investment and transparency. We’ve also partnered with the Egyptian Judiciary to integrate Azure AI solutions for more efficient legal processing and faster decision-making. Similarly, our work with the Information and Decision Support Center has helped harness AI to deliver advanced analytics for data-driven policymaking.

In education, our partnership with the Ministry of Higher Education resulted in an AI-powered tutor at Ain Shams University, engaging hundreds of students with creative and collaborative learning experiences. Additionally, initiatives like the Digital Egypt Builders Initiative and the Digital Cubs Initiative underscore our commitment to nurturing future talent in fields like AI.

Looking ahead, we are focused on helping develop AI-powered smart government solutions and intelligent data platforms. These platforms are designed to enhance decision-making, optimize resource allocation, and improve citizen services. With AI and cloud technologies at the core of our efforts, we remain dedicated to building a robust digital economy that positions Egypt as a leader in global innovation.

3-How do you evaluate the current investment environment and technological infrastructure in Egypt? In what ways does the government encourage investments in the technology sector, and how can we further prioritize private sector investments to achieve competitiveness and governance standards?

Egypt’s investment environment and technological infrastructure have evolved significantly, making the country a highly attractive destination for both local and foreign investors. The government’s bold economic reforms, such as the simplification of business licensing procedures and a commitment to transparency, have created a fertile ground for investments. Furthermore, initiatives like expanding public-private partnerships and regulatory improvements are diversifying the economy, particularly in key sectors such as technology, energy, and tourism. Coupled with Egypt’s strategic location, talented young population, and abundant resources, the country is well-positioned as a promising market for international investors.

The technological landscape has also witnessed remarkable progress. The acceleration of e-government services, the growth of digital payment systems, and advancements in AI and cloud technologies reflect a strong tech-driven mindset. Infrastructure upgrades, particularly in broadband connectivity, have further enabled efficient and secure operations for citizens and businesses alike. These efforts are underpinned by national strategies such as the Digital Egypt Strategy and the ICT 2030 Strategy, which promote innovation, financial inclusion, and social equity.

The launch of the second edition of the National AI Strategy is especially noteworthy, with ambitious goals to increase the ICT sector’s GDP contribution to 7.7% by 2030 and establish over 250 AI companies. This strategy is fostering a vibrant talent pool, thriving startups, and an ecosystem ready to embrace emerging fields like AI and cybersecurity.

To achieve global competitiveness, it is crucial to prioritize private sector investment. By encouraging collaborations between the government and private enterprises, fostering entrepreneurship, and scaling up training initiatives, we can ensure sustained growth. Microsoft is proud to support Egypt’s digital journey by providing secure cloud platforms, cutting-edge AI solutions, training programs, and resources for startups, positioning the nation as a leading hub for innovation and economic prosperity.

4-Microsoft is committed to reducing carbon emissions. How successful has the company been in achieving this goal, and what efforts have been made in this regard?

At Microsoft, sustainability is a cornerstone of our mission, and we are proud of the strides we have made in reducing carbon emissions and fostering a more sustainable future. In 2020, we announced our ambitious commitment to become carbon negative, water positive, and zero waste by 2030, alongside protecting more land than we use. By 2050, we aim to remove from the atmosphere all the carbon our company has emitted since our founding in 1975.

Today, Microsoft is one of the largest buyers of carbon-free energy in the world, with a renewable energy portfolio of 34 gigawatts across 24 countries. This enables us to contribute more clean electricity to the grids where we operate, while advocating globally for the expansion of renewable energy solutions. Through these efforts, we not only support global net-zero goals but align our progress with the countdown to the Sustainable Development Goals and COP30 in Brazil.

In addition to reducing our own carbon footprint, we are empowering others to achieve their sustainability goals through innovative technologies. Solutions like Microsoft Cloud for Sustainability and Microsoft Sustainability Manager enable organizations to easily record, report, and reduce their emissions. Our AI for Good Lab exemplifies our commitment to innovation, driving solutions to address climate challenges such as resource scarcity and the impacts of climate change.

In Egypt, we have partnered with entities like the Egyptian Natural Gas Holding Company and PGESCO to help meet their sustainability targets. By leveraging AI and cloud technologies, these collaborations demonstrate how technology can accelerate progress and foster systemic change.

Ultimately, sustainability is not just about reducing emissions – it’s about creating a safer, more equitable future for everyone. Microsoft remains committed to leading by example and empowering global collaboration to achieve a sustainable tomorrow.
